Well, the way you can set custom backgrounds and such is through a .tsk file. Basically, you put it within the 'My Documents' folder of your memory card. From the phone, you can then tap on the file, and your theme will change. You can view available themes on your device by pressing Start>Settings>Personal>Today.

As far as the specific one above, the user who posted the image has to upload that specific theme file for us to use.
