The setup.exe is for the PC. This will install on your PC and will then transfer a CAB to your device that will install. When the CAB installs on the device, it will create a folder called \program files\voice command, you should copy the voicecmd.exe from that directory. You may want to copy the file to your PC and then hard reset your device to bring it back to factory settings before copying the voicecmd.exe to \windows
