Well, for one thing it's self-contained. No need to even involved your computer in the process, you can do everything from the memory card. For another thing, not everybody syncs with a computer. Some are on Macs or Linux and aren't running any of the oddball tools that help facilitate that, not to mention ActiveSync isn't available for those, so its backup functionality isn't there. Also Vista uses Windows Mobile Device Center which has no backup abilities.

Personally, I flash so much that constantly re-pairing my phone with my computer was a pain, so I almost never bother to sync it. I just use one of the backup apps to backup the data I need, flash the new ROM via SD card, and restore.
