It's possible that an app you installed is causing this behavior - did you notice it start having this problem after installing an app? you can try uninstalling this app or make sure you don't install it after you hard reset (installing this app again might cause it to happen again). Look for an updated version if you want to use this app still (if it's caused by a specific app and you can figure out which one it is).
