Try this setting:

HKEY_CURRENT_USER\ControlPanel\Notifications\{A877 D65B-239C-47a7-9304-0D347F580408}
Options = 9

This will set it to Play sound & popup referenced here:

You can set it by going to Start -> Settings -> Personal Options -> Sounds
