In a nutshell,
I installed VC the normal method
deleted the entire VoiceCommand registry key under HKEY_local_machine/software/oem/
removed everything under the startup directory except for VC
(In the windows directory I made the VC link point to the VC executable located in the Program Files directory... and I added a link to it in the startup directory)
Then installed the Sp1.
Seems to work fine for me.
