NueROMs are ROMs. Basekits are the files needed to build that ROM in a kitchen, but not necessarily in kitchen format - if you don't know what you're doing, leave them alone (they're provided for people who have the skills and the tools to live on the bleeding edge).

It's not necessary to relock/unlock once unlocked, unless you unlocked with a version other than 2.40. In that case, you need to relock, then unlock w/ 2.40. The prior versions do not support GPS roms.
