Flash 2.31 SPL, flash Sprint Leaked Rom, run ppst, update PRL, provision phone, then flash custom rom, in that order. Boom 7 sats from basement window, 12 from outside. In like 30s to a minute. So Im not imagining this, atleast for Telus users. For you, you might need to so this, but Im not promising anything

what do you mean by update prl? is that what the ppst does on its own? Also, what do you mean by provision phone?
