Yeah, that's actually for the GSM version.
They use a different processor.
GSM = Texas Instruments OMAP 850 @ 201MHz
CDMA = Qualcomm MSM7500 @ 400MHz (Some have the the MSM7200)

You can't really say they are faster or slower, because the 2 different manufacturers use different scales of measurement.
It's like comparing a PC that has an Intel vs an AMD processor.
You can't just compare processor GHz #'s.

Also, consider that HTC recently released the Touch for Vodafone w/ the TI OMAP 850, and they have a new phone coming out next month that uses that processor.
It wouldn't make much since to go w/ a much slower processor.
