It will let you do what you are looking for. I have never tried with a custom picture but I think that so long as the dimentions are correct, and the extension is correct, it should be point and click.

Yes, It works great with any image of the right size - there is a utility that formats the jpg to the correct file type for the Splash, and then an install utility. Takes about 30 seconds total. Very cool.
I have Verizon (and 3.5) and really like that Verizon screen. Very slick - although tatoo lady is pretty sweet as well, but may garner unwanted attention at the office...
