In the pocket phone world "Yes" it would be kinda the same sort of, cause you need to "reflash" to "reinstall" wm6.1. (brandnew) also a "hardreset" will "reload" wm6.1 (already installed in device).
I guess the key words are:
Reflash = Reinstall
Hardreset = Reload
just FYI:
On a PC "reinstalling" means O/S, Programs..etc.
On a PC "reflashing" means BIOS...etc
So in your case which sounds like maybe to many programs or a bad file cooked into the rom on a "hardreset"...the same amount of program are going to be reloaded and your problem will be most likely still be there, now if you tune down the amount of programs in your cooked rom and "reflash" you are going to reinstall a brand new wm6.1 different from the one you had on.
