Interesting ... I am a Sprint subscriber, so I run the Sprint cab and resulting PPST.exe file.

When I run PPST.exe, I get a prompt ... essentially - Do you want to perform the update. The update then performs. At the end of the update process, I get a additional prompt ... essentiall - the phone is going to reset right now.

So, if I understand you correctly, you don't appear to get that second prompt. I presume this is ok, because the PPST.exe update is stored to your radio and it will (or at the very least - should) persist through a soft-reset. I make this assertion, because the Sprint version ends the update process by requiring a soft-reset.

... out of left field, if you think you also need to update your carrier support, VetVito (produces a generic Touch ROM) and provided a url in his message to carrier cabs by DCD. http://forum.xda-developers.com/showthread.php?t=391696
