As far as I know, you don't add "cab" files to that folder. You need actual OEMs.

You may already know this but: a cab file is a self executing file which installs on a PPC such as a .exe or .msi file on a PC. A OEM is a zip version of all files of a perticular program/software.

I am not too good with OEMs thus I don't want to comment too much...as I may accidentally give you incorrect info.
