I've read about this problem on other boards and have found a thread where somebody was able to get this to work. It involves creating a shortcut to MSVOICE. 1) The shortcut is to be placed in \Windows\Start Menu\Programs 2) The shortcut doesn't work if you try to launch it from Programs. Many people have had trouble with creating the shortcut correctly or they create a shortcut that calls hotvoice.exe which is also incorrect. I am attaching a cab that installs the correct shortcut in the proper place for you.
Install the CAB, Navigate to Start>Settings>Buttons then chose a button to modify and select Record from the drop down list, tap OK
Now test your modified button.
