For those confused, here is a brief explanation that I saved from the good ol 6700 days (sorry for not giving credit to the OP, but i didn't save their name):

The PPST cab actually updates the PRI (that's an i) not the PRL (easy to confuse the two). PRL (as you may know) controls what providers your phone will roam with. PRI, on the other hand, stands for "Product Release Instructions" and is essentially a list of settings for the CDMA radio. It is that updated PRI which contains settings to enable data roaming, to allow calls to interrupt an active data session (AKA "ring-thru") and in our case, improve GPS .
