Getting something like TomTom working may not be "Priming". I can't use iGuidance directly, it will run horrible. I always use GPSGate. But I don't consider that "Priming" as it runs through GPSGate continuously and I don't wait for it. I just start GPSGate and start iGuidance and start driving and it will lock in a minute or two.

TomTom folks should try GPSGate, free trial and works very nice. The Virtual COM driver native to WM stinks.
