well you could change the PRL and see what effect it has. see if the ##PRL# works with your dialer (##775#) then input your MSL to go into edit mode. from there you can edit PRL, browse to new one, then ok your way out and it will update it and reset phone. sometimes just going into EPST and re-adding MDN and MSID will fix issues like that too.

edit- Device Information on phone will show what existing PRL is.
