If I go by bars, I get the exact same amount no matter which radio I've used, and my RSSI is fairly close in all of them too. Each ROM might give you a slightly different reading, especially the thicker bars vs the thinner bars.
It's easy to "make more bars in more places". It's not so easy to make more signal strength in more places.
