I upgraded using the leaked rom only (nothing from the kitchen) and the GPS works fine with Live Maps and Google Maps without adding that dll. I'm not using any other GPS aware software so I'm not sure exactly what its for.
So far with the leaked rom I'm quite happy, the phone seems much snappier, UI, Data, etc. Only takes Google or Live Maps 2-3 seconds to find me.
