You only need to do a hard reset to have it run your reconfigured config.txt and all the cabs you put in the extended rom. You said you removed the junk from the ext_rom which saves space in the ext_rom and also saves space when you hard reset because it wouldn't install any of the junk. If you don't want to hard reset and still want that space back go
here for a tutorial on how to do that. In your quote of what your config.txt looks like the two programs you listed is what you added to the existing config.txt minus the junk, correct? If your entire config.txt consist of only what you listed above then you're going to have proglems. A good example of a complete modified config.txt can be found on the first page of this topic.

You need to do the text edits to config.exe and add the cabs to the ext_rom for when you do have to hard reset because that will automatically run those cabs and install those programs for you. You can also use the extra space in the ext_rom (assuming you haven't filled it with cabs you want to have installed when you hard reset) to install programs too. Whether it be from using ActiveSync to install them or running the cabs on your device you will still be able to select ext_rom as a place to install to. I'm not sure how it will affect the performance of msvc since i don't use that but i don't think it should hurt anything.
