I got a response from CooTek, and they are aware of the registration issue.
The fix is simple:
For V2 upgraded users, please ask them to send the old reg code, the new reg code and their reg email address to
upgrade@cootek.com
For V3 purchased users, please ask them to send the registration email, owner name and reg code to
paypal@cootek.com .
