You should be able to get a lock any time. Don't try inside during "weak times".
Make sure your GPS is not hung by doing a soft reset before testing.
Looks like folks are making progress on getting around hung GPS.
In MA I can always get a lock outside any time of day. But COLD lock times vary a lot, from a few seconds to several minutes.
