That did it for me. I edited the msl.lnk file and changed the number to ##778 and it works as advertised--I can edit the MSID after entering the MSL (unlock) code. This was the last major hurdle to get over for this 3.5 ROM.
To sum up: If your Sprint 6700 won't accept ## codes from the dialer, then do what Schettj said:

I did this by opening Notepad on my desktop computer, copied this line from Schettj's post right off the screen:
40#\Windows\EPST.exe ##778
Pasted it into Notepad, saved the file as msl.lnk, then using Activesync's "Explore" button, dragged the file into my phone's \windows\start\programs\system tools folder. When you run the link you simply enter your MSL (unlock) code and edit away.
