I just went to do this to see if it would make a difference and to my surprise it was already set to 4. Very interesting but I think that might be what is causing all the Africa to do. I think that it is thinking my aGPS location is Africa because it has never been changed from default.
As evidence to support my claim I opened google maps and this time when it read GPS Active (0) it no longer teleported me back to Africa. I am now in Topeka Kansas, and I have not been to Topeka in over a year (wouldn't mind never going back, not much to see). Topeka is roughly 30 miles west of where I am. I am guessing that this proves aGPS is active and working on this device and google's servers are gathering information as we use it. I am guessing that they can tell something is wrong when it shows a phone in the middle of the ocean and I am guessing they are transmitting some GPS data to help them build their databases of network triangulation data and corresponding locations.
I am open to rebuttals and am looking forward to hear any comments.
