Long story short: Nextel and Qualcomm developed QChat as a succesor to their IDEN "direct connect" technology that would work over 3g networks. When Sprint bought Nextel, they also got the exclusive right to QChat. Verizon is now scrambling to use BREWChat, the precursor (i.e. old) version of CDMA PTT by Qualcomm.
Basically, it enables what is called
PTX, where "
X" is anything you want: multimedia (MMS), audio, video, gps, etc. So it's a pretty crazy technology with <1 sec latency/connect time between handsets.

Re: WM devices and QChat, 2 issues:
1. It is not clear that the MSM-7500 platform can do PTT (QChat) since Qualcomm never mentions it in any of their Powerpoint slides or press materials, unlike the the MSM-6xxx series, which does. In fact, in the Qualcomm/Broadcomm court case, they specifically mention these devices: MSM5100, MSM5105, MSM6100, MSM6500, MSM6800
Yet they do not mention the MSM-7500, which
is mentioned in the same document later on but for a different patent (the video encoding one).
Since Qualcomm never mention the msm-7500 as PTT capable and Broadcomm did not mention it in their lawsuit under the QChat violation, one has to be very skeptical that the Touch or Mogul can do it. It is
not clear that just have Rev A capabilities is enough.
2. QChat requires BREW Software to run
Should be enough said right there. Although the msm-7500 chipset is BREW capable, BREW software on WM devices is very rare (it's not Java/J2ME) based), so special software for WM devices would have to be developed.
One good rumor from early reports is that the Palm Treo 800w is MSM-6800 based.
