Did you follow the instructions on how to flash your Touch using a USB cable? Then you need to continue to follow them. In the white field at the bottom it should read USB.
If you can't get any further, you can also try just renaming the ROM and placing it on the MicroSD card. If I remember right you have to rename the file voguimg.nbh and simple place it in the root folder of your card. Then reboot the Touch using the camera/power reset button and it will update to the rom automatically.
