First install the 2.31 unlocker and then flash the alltel rom (don't let alltel customizations run). ONLY then you can flash this. I did not go back to any verizon rom after installing the .40 unlocker and a custom rom. Before doing anything, READ. Here's the thread on the 2.31 unlocker,
