Is there a way to save some space (, battery life, annoyance, etc) by cutting out - or at the very least disabling - those cell functions on the Apache? Seems everyone but me is really concerned with preserving cell functionaity (SMS, data, cell, etc), whereas I'm probably the only one wanting to totally obliterate said functions

You probably can remove your radio for cell, and it won't ever cause you problems again. I know there is a way to do it, just not sure how.
It is done during flashing your custom ROM.
