I use a desktop PC utility called MP3 TrimPro. It's an old version, 1.80, but has lots of features without all the specialized baggage added into more recent versions. (It's not free.) There's gotta be others. And there's always the option of converting to WAV, editing the wave (much better control), and then re-encoding to MP3. All of this would be done on desktop. Don't know of any pocket app other than the newer HTC AudioManager.
