Ok, I dumped the ROM and compared it to the Sprint 3.35.
  • Alltel ROM lacks Java while Sprint has it.
  • Alltel ROM has MMS cooked in while Sprint does not.
  • Several DLLs are newer in the Alltel ROM. Off the top of my head: InitProv.dll, PicturesExt.dll, CDMA_API.dll, and a few others.
  • Bluetooth driver is newer and a few other drivers.
  • GPS IS NOT ENABLED IN THIS ROM!

I investigated further and learned the reason GPS does not work in this ROM is because the following drivers are MISSING:
  • GpsDaemonService.Dll
  • gpsid_qct.dll
  • qccmquery.dll

Simply adding those 3 drivers enables GPS. I don't know if a .cab with those 3 files is all it will take to enable GPS in this ROM or not, because I cooked a new ROM with these files in place and now GPS works. However, maybe it's just me, but it seems the radio with this ROM isn't as optimized for GPS as the Sprint radio. It took probably a good 5-10 minutes for Google Maps to pick up any satellites at all, maxing out at 5, while with the Sprint ROM, it picked up satellites within 5-seconds and would find up to 7. On the other hand, it's late at night now and I normally use GPS during the day so maybe things like position of the Earth in relation to the satellites affects reception, I don't know.
