Found part of it. Apparantly this gets overwritten on boot.
[HKLM\Software\Microsoft\Bluetooth\AudioGateway]
Change BTAGExtModule to vcbthag.dll
With this fix, you get the VC prompt, but you cannot hear any response from VC.
