HKEY_LOCAL_MACHINE \Software\Microsoft\Inbox\Settings:SMSNoSentMsg = 1
.................................................. ...............{---------------------------}

Delete the whole Key {Settings SMSNoSentMsg = 1}
Give it a minute and soft reset.

That should restore your popup message. Not sure about vitos sms program.
