Yes. But it's not easy. First the device has to be able to handle it, then the company that put the device out has to device to offer a ROM upgrade with the new OS, then they to decide to do it for free or for a fee, etc.
So... if you want WM6 but are thinking of buying a WM5 device assuming you'll be able to upgrade, don't.
