This is apparently not in distribution yet, but when it is available it looks like it will create a cell phone access point on a network.

Another option that will work now is to email your message to the recipient's phone number at the recipient's carrier's SMS gateway. For example, to send a text message to Sprint phone number 1234567890, an email to 1234567890@messaging.sprintpcs.com will be received as an SMS message.
