Your best bet is to get her a cheap phone on family plan and really watch her minutes. (I am assuming that she does not already have one.) If she can't handle the minutes wisely, call customer care and get them to restrict incoming calls and have her carry it for emergency purposes. Set up Family Locater on the phone and spy to your heart's content.
