Sure--yeah all of the Apaches are the same hardware. Each carrier can set things up a bit differently, but he should be able to flash any carrier's radio ROM to his phone. I am thinking the big problem he's facing is that there's NO radio ROM, so the RUU app doesn't know what to do with that.
I'll put it this way--I doubt trying to flash the Alltel ROM could hurt. I think if he can get a radio ROM (
any radio ROM) on his phone then he might have better luck reflashing the original Verizon one.
