Does the TGA need to be RLE compressed? Do I need to save as a BMPorPNG initially instead of TGA? I get no confirmation that AlphaConv did anything? Is this the only software capable of this or are there others? I am not really digging AlphaConv?

if you have a working png file, open alphaconv change the setting to output in tga and drag the file over the program. A TGA shows up with the name in same directory. Seems simple enough I have tried it and I have had no problems
