Vista's User Account Control or something like that. It is the thing that makes you hit "allow" or "cancel" when performing certain functions like registry edits and running certain programs.
Just right click the "buildos" icon and select "Run as administrator"...that should fix all your problems...
I would not recommend disabling UAC for the average user. I have UAC enabled and on two occasions I have had virus/spyware try to take over my computer. By hitting "cancel" the program will not run. BTW, I dont consider myself an average user, but I still like UAC...
