I am having trouble with setting system sounds with WA3

This is what I am doing:

I convert audio file from .mp3 to .wav (the sounds are barely a second long, some shorter)

I created a file called system sounds in windows directory and moved it there.

I went to themes then system sounds and looked for the sound and set it to the selected action.

press apply and exit.

They still wont work. I changed the files to the general windows directory not as a subfolder and no luck.

The .wav files do appear in the regular sounds setting for the phone (settings - sounds & notifications- notifications)
and when i set them to something like text message it make the sound assigned.

the issue is i cant get it to work with the system sounds with on WA3

What am I doing wrong.
