That is the Light Theme WAD. It's included in zip file at the beginning of this thread. Go into Settings under WA3 and hit Theme-> Desktop Theme-> Hit Import -> Find Light Theme WAD under your Theme's folder for WAD and select. Hit ok and you should be good to go.
As far as installing this there is a readme.txt included in the zip file that is extremely detailed in my opinion. Just follow the step by step directions and you should be set. If you are having problems loading WAD themes there should be a fix now or coming soon. There have been problems getting themes to load because of accidental coding mistake due to WAD2 Beta.
