sure, if you DL'ed it to the PC and it is somewhere like on your desktop, you would sync your device and explore its directories, then either drap and drop (or copy and paste) the file from the desktop to the directory on the PPC and the go to the PPC to install it.

[EDIT] I assume you have this in a .cab format right? Just remember that .cab(s) get install on the PPC itself and .exe(s) get installed on the PC and AS will install them on the PPC.
