No, if you move it to the Mogul just by dragging the icon to your folders via ActiveSync, it does not install automatically.
Where did you drag it to? Have you run a search of your device?
There many iPhone "programs" (themes, dialers, etc.), and they all get installed diffrently, so if you want assistance you need to be more specific. Not only that, many iPhone themes are made of more than one program.
