You need to replace the existing weatherpanel.dll, so it goes wherever that file exists on you storage card. Most likely:
\Storage Card\Program Files\MarsWare\WeatherPanel
Be sure to rename or make a copy of the existing file, as mentioned in the instructions on the first post...
