You will need to create a "shortcut" for the file manually.

Locate the file (executable) in file explorer (it seems you already know how to do this).
instead of tapping to launch the file, hold the stylus down on the file until a menu pop's up.
Select the "Copy" option.

Now navigate to the Windows directory (using file explorer), and then down into
the "Start Menu" then "Programs" directory.

Find an empy space and hold down the stylus, and menu should pop up again, this time
tap on the "Paste Shortcut" option. (you may have to scroll all the way down to the bottom of the list to find a spot to tap on in order to bring up the menu).

At this point you can select the shortcut you just created and "Rename" to something other than "Shortcut to prgram name".
