For me, it doesn't matter if the phone is in EVDO mode or 1X mode, I still receive phone calls (mine has hybrid mode). But if I enable EVDO only (data only), then all calls will go directly to voicemails. check if yours' in EVDO only or not:
By default, Mogul hide the mode of operation, you can enable it by
going to
HKLM\Software\OEM\PhoneSetting\HiddenModeOperation Page
Change from 1 to 0
Save and soft reset
then go to
Start > Settings > Phone > Services > Mode of operation
You will now have 3 choices, Hybrid (default), EVDO, and 1X.
If you are in EVDO mode only, then you can't receive voice calls.
