My installer just installs the .ttf files to the Windows folder (because that's where the Windows Mobile Tahoma and Courier fonts are installed, despite the presence of the Fonts folder). I chose consistency over correctness for my installer.
In any case, yes, you could just extract and rename the files in the cab as .ttf instead of .0xx and put them in the Windows or Windows\Fonts folders.
You do not need the nueFonts app to use them, just a soft-reset to register them. My installer does a few registry tweaks such as turning on ClearType universally and setting Segoe UI font as the default IE and Outlook font style, but nothing that you would *have* to have.
