I am unaware of a cab file, but you can use a registry editor (I use PHM) to enable Today Items WiFi, BT and Phone Connection Status as follows:
1) Go to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Today\Items
2) Highlight Items and create a New Key called
Wireless
3) Highlight Wireless then add the following:
New DWORD Value name Flags with Value = 0
New DWORD Value name Options with Value = 0
New DWORD Value name Order with Value = 0
New DWORD Value name Enabled with Value = 1
New DWORD Value name Type with Value = 4
New String Value name DLL with Data = netui.dll
4) Soft reset device
