Is your government discount through Sprint, or is it something you get refunded through work for a specific number or something like that?
If it is through Sprint, since the discount will on your Sprint account, I 'believe' you can still add a new SERO line of service to your account. It's not a family plan, its just 1 regular plan and 1 SERO plan tied to the same person. Then call and ask them to switch the numbers on your 2 phones, so the SERO line has your old number. Finally call a third time and simply cancel your old account (hopefully its out of contract). Since you are the same customer, the discount stays. This requires a lot of CS massaging, but it can be done. Well, it used to, like a year ago. That's what my mom did once I told her about SERO. They may have changed their system since then.
If you are just getting refunded or something for a specific number (doesn't make much sense to me, but whatever), do what wldthng says. Buy the cheapest CDMA prepaid phone you can fine and port the number to that phone. Then open a SERO account and port it back. You can even return the prepaid phone within 7 days at wal-mart.
