No LOL, tray app is what you see at the very bottom, the rest is SPB Pocket Plus, Weather Panel & HJR PocketRSS.

I think thats Ultimate Launcher at the top, HTC Home in the middle, I'm still loss on what you mean by Photo/Text dial. Is it similar to SPB Phone suite?
All I can think of is,
Ultimate Launcher?: I don't think this is free (for your battery icon there)
Or SPB Pocket Plus(not free) which has a similar bar for battery, RAM, Storage, Brightness.
Local Weather: SPB Weather(not free) or Weather Panel(free)
Photo/Text?: SPB Phone Suite maybe, I can tap a photo & choose weither to call, email or SMS them...(not free though)
It can be done but IMHO, I doubt you're going to find a solution in freeware form...
