In Live Search tap the right menu key and choose Settings.
The very top setting is for Speech Recognition. Choose "Enable Speech Recognition"
If this option is not there, go back to the main screen, tap Menu and check if "Client Update Available" is enabled. If so, tap it to download the update. After the update installs it will ask you if you would like to enable Speech Recognition.
